Sitka has a mix of state and city roads, which means road maintenance is split between the two governments. The state maintains seven roads totaling 16.6 miles (Airport Terminal Access Road, Eagle Way, Ferry Access Road, Halibut Point Road, Harbor Drive, Lake Street and Sawmill Creek Road). The rest of the roads are maintained by the city. The state and city are supposed to maintain bicycle lanes and sidewalks on their roadways.

According to this 2008 memo from the Federal Highway Administration, state departments of transportation have the responsibility for snow removal on sidewalks built with federal funds. The state DOTs can enter into agreements with local contractors to keep these facilities accessible, but ultimately the responsibility for clearing the snow rests with the state DOTs.
