The inaugural Alaska Walk and Bike Conference takes place June 4-8 in Sitka — Alaska’s only community to hold national Walk Friendly Communities and Bicycle Friendly Community designations.

The conference opens with two days of Smart Cycling training from the League of American Bicyclists, followed by two days of walking and biking presentations. The fifth day includes an optional bike ride, an optional hike with harbor cruise, and a Walk/Bike Alaska organizational meeting. The conference costs $40 for the full conference, or $25 for each two-day segment. People can register at http://akwalkbikeconference.eventsmart.com. The Aspen Suites Hotel, where much of the conference will take place, has a block of rooms reserved for the conference, but will release them to the general public on May 3, so book now.

“Having this conference in Sitka is a great opportunity and I’m particularly excited about the team of speakers we have lined up,” said Doug Osborne, Sitka Community Hospital director of health promotion and one of the conference organizers. “The conference is designed so that people can participate ways that fit their interests and schedule. Some will want to complete the Smart Cycling course on Tuesday and Wednesday, others will enjoy doing the whole four-day conference while many will go for an individual session, a lunch and learn, a late afternoon group ride/walk or one of the evening special events. It’s going to be a fun week with a lot of learning, good discussion, and physical activity along the way.”

“The State of Alaska Physical Activity and Nutrition Program is excited to support the 2019 Walk Bike Conference in Sitka occurring at the same time as the Sitka Summer Music Festival,” said Dawn Groth, who works for the Alaska Division of Public Health’s Chronic Disease and Health Promotion program and is another conference organizer. “Sitka’s recognition as both a walk and bicycle friendly city make Sitka the perfect community to host a walk-bike conference. Building active and walkable communities can help support local economies, reduce the risk of many chronic diseases, and encourage safe walking and biking for all ages. Sitka is an example of a community Sitka is an example of a community working to create activity friendly routes to everyday destinations to encourage active people and a healthy nation.”

Sitka was honored with a Bronze level Walk Friendly Community designation in 2013 and 2017, and earned a Silver level Bicycle Friendly Community designation in 2016 (with Bronze level designations in 2008 and 2012). Both designations came out of Sitka Health Summit projects, which also led to the creation of Walk Sitka and the Sitka Cycling Club groups to promote walking and biking in Sitka.

The Smart Cycling training part of the Alaska Walk and Bike Conference is designed to help cyclists feel more comfortable and safer riding in traffic. It also is good for educators (especially physical education teachers), youth leaders, and others who might be leading group bike rides with younger students.

The second two-day segment focuses on the Five E’s (Education, Encouragement, Engineering, Enforcement, Evaluation) that are the main components in the Walk Friendly Communities and Bicycle Friendly Community applications. In addition, there will be presentations on the health benefits of active transportation, accommodations needed for the elderly and disabled, how to start a bike school, and how to conduct a walk audit.

Elle Steele of Sacramento, Calif., who is a League Certified Instructor from the League of American Bicyclists and will lead the Smart Cycling training, will be one of the keynote speakers. She is board president of Trips For Kids Sacramento, a nonprofit that provides bike adventures for underserved youth, and also owns Whimsical Cycle, which promotes riding bikes for everyday transportation.

Lee Hart of Valdez and the Anchorage-based Confluence coalition promoting the outdoor recreation economic sector in Alaska will be a keynote speaker.

Another keynote speaker is Lee Hart of Valdez, who founded an Anchorage-based coalition called Confluence to promote the outdoor recreation economic sector in Alaska. She also founded the Valdez Adventure Alliance which introduced fat-biking and big mountain downhill fat-biking to new riders. Hart spoke about the benefits of outdoor recreation in Sitka in February 2019.

Other speakers include Doug Osborne, Charles Bingham, Holly Marban, Lynne Brandon and Rick Petersen of Sitka; Dawn Groth, Pierce Schwalb, Charlie Lowell and Sarana Schell of Anchorage; and others.

Are you looking for ways to make Alaska more walking and bicycling friendly? Sitka will host the inaugural Alaska Walk and Bike Conference on June 4-8.

While the agenda is still being finalized (a tentative agenda is posted below), there will be a two-day Smart Cycling class (from the League of American Bicyclists training program), and two days of work sessions about how to be a better bicycling and walking advocate. The last day includes a Saturday hike and bike ride, and maybe a harbor cruise.

Why is this conference in Sitka? Sitka is the only community in Alaska with both a Bicycle Friendly Community designation (Silver) and a Walk Friendly Communities designation (Bronze). This is a chance to see what works in Sitka, and some of the challenges it still faces in its efforts to become more walkable and bikeable.

Prices are low for this event — $25 for the Smart Cycling training on June 4-5, $25 for the Walk/Bike work sessions on June 6-7, or $40 for the whole conference. If we are able to secure the harbor cruise, there probably will be an extra fee for it. There also are special conference rates at the Aspen Hotel, which is downtown and within easy walking distance of most community facilities.

10-24-13-Edgecumbe-Drive-sign-e1382728578427The Edgecumbe Drive Reconstruction Project is nearly ready for paving and completion, according to a Friday, Aug. 28, 2015, cover story in the Daily Sitka Sentinel (note, password required to view story on website). The article also highlighted the safer biking and walking facilities on the mile-long stretch of road, which include safer crosswalks, a multi-use path, and Sitka’s second roundabout (or third, if you count the one around St. Michael’s Russian Orthodox Cathedral).

The project includes a new 10-foot-wide multi-use path on one side of the street for pedestrians and cyclists. The path is intended to provide a safe route for slow-moving bikes and pedestrians to travel. Edgecumbe Drive’s proximity to Keet Gooshi Heen Elementary School was a major driver in the decision to provide this pedestrian amenity.

The new separated multi-use path replaces a narrow bike path on the downhill side of the roadway. The now-10-foot-wide path, which uses space from the narrowed traffic lanes, will be shared by cyclists and walkers.

“We didn’t like it because it encouraged wrong-way bike travel,” David Longtin, senior engineer with the City and Borough of Sitka Public Works Department, told the Sentinel. “People wanted to use the bike path, but when they were heading north then they were on the wrong side of the road, and that’s something we wanted to eliminate.”

City and state law require bicyclists to ride on the right side of the road, with traffic, for safety reasons. Walkers are to walk on the left side of the road, opposing traffic, when there isn’t a sidewalk or multi-use path available. Cyclists traveling at traffic speed can use the road, but should ride on the right side.

Longtin said paving on the path may start as soon as Saturday, if weather cooperates. Paving the main road will follow after the path is completed. Longtin told the Daily Sitka Sentinel that the construction crews can pave about 150 linear feet per hour, so the whole street should be paved within a week, depending on the weather.

Another new feature is a roundabout near the top of Kimsham Street, near where Edgecumbe Drive, Washusetts, Kimsham, and private driveway meet. The roundabout was added to the plans about a month ago, and it replaces the five-way intersection originally in the plans. While there is some increased cost ($140,000 to the $4.6 million project), Longtin said the roundabout will be a safer alternative. Roundabouts reduce collisions by 37 percent and fatal wrecks by 90 percent compared to intersections controlled by stop signs, according to Federal Highway Administration studies.

“It’ll cost some, but we feel it’ll be a good safety improvement and it’ll keep traffic moving,” Longtin said. “There’s fewer collisions and when there is a collision it’s more of a glancing blow than a t-bone collision.”

Other safety improvements from the project include bulb-outs at the Edgecumbe Drive crosswalks near Keet Gooshi Heen Elementary School (which narrow the traffic lanes near intersections to slow cars and make it a shorter distance for pedestrians to cross), and rectangular rapid-flash beacons to to warn drivers of the crosswalk. There also will be buttons on all four corners of the intersection that will light the beacons so drivers know somebody is about to use the crosswalk. These traffic lights are powered by solar panels designed for Sitka’s latitude and light conditions.

Pedestrian Bicycle Assessment Invitation for State and Local Partners

Paul Wistrand of the Federal Highway Administration (FHWA) will lead two tours, one walking and one biking, to assess the safety of roads/pathways on Thursday, May 7, in Sitka. (NOTE: The schedule has been revised from what originally was published.)

“I’m looking forward to the bike/pedestrian safety assessment,” Wistrand wrote in an email. “It would be great to get a couple of bicyclists and/or walkers to join us in the assessment, and get their feedback and input into what bicycle and pedestrian features have had the greatest impact in the community.”

The walking safety assessment meets at Harrigan Centennial at 9 a.m., and after some introductory comments will include a the first segment of the hike along the Sitka Sea Walk to Sitka National Historical Park. The second segment of the hike will be to the Alaska Raptor Center, before participants return to Harrigan Centennial Hall and a lunch break. After lunch, participants will meet back at Harrigan Centennial Hall to mount bicycles for a bike tour along Halibut Point Road to Pioneer Park (near Sea Mart) and back. After each tour segment, participants will complete a short evaluation form. Maps are part of the first attachment linked below.

“The assessment will be a great way to get end users and officials from local, state and federal levels who are involved with bicycle and pedestrian facilities together,” Wistrand wrote. “It’s also a chance to highlight the many improvements to these facilities in Sitka that have contributed to Sitka’s twice being recognized as a bronze-level bike/walk friendly community.”

These safety assessments are part of the U.S. Department of Transportation’s “Safer People, Safer Streets” initiative, where Transportation Secretary Anthony Foxx mandated USDOT field offices to partner with state and local communities to do corridor-level safety assessments. One of the reasons for these tours is to help transportation planners, state and local officials, and others learn more about some of the challenges faced by non-motorized transportation users. The safety assessment tours are free and open to the public.

In addition to the publicly announced safety assessments, federal, state and local representatives will be walking and biking other parts of Sitka to rate those areas. One of the additional walking assessments will be of Katlian Street and interested participants can meet with Paul at 2 p.m. on Wednesday, May 6, at the Totem Square Inn hotel lobby.

The project includes a new 10-foot-wide multi-use path on one side of the street for cyclists and pedestrians.

The path is intended to provide a safe route for slow-moving bikes and pedestrians to travel. Edgecumbe Drive’s proximity to Keet Gooshi Heen Elementary School was a major driver in the decision to provide this pedestrian amenity.

Construction is slated to begin in March with the demolition of curb, gutter and sidewalks in “Phase I” of the project, defined as the stretch of Edgecumbe starting at Cascade Creek Road and ending just beyond Charteris. Phase II of construction extends from Charteris to Peterson, and will begin later in the summer so that it doesn’t interfere with school traffic. The road will be paved and ready for travel prior to school startup in the fall, and the entire project will be substantially complete by the end of September 2015.

S&S General Contractors will host meetings at Keet Gooshi Heen Elementary School (307 Kashevaroff Street) on or about the second Thursday of every month through the completion of the project to discuss the project schedule. The first such meeting is scheduled for at 7 p.m. on Thursday, March 12.

The City and Borough of Sitka will host a meeting at 6 p.m. on Wednesday, Nov. 12, at Keet Gooshi Heen Elementary School (307 Kashevaroff Street) to discuss the construction of a multi-use pathway as part of the Edgecumbe Drive Reconstruction Project.

According to Sitka senior engineer David Longtin, P.E., the plan is to “eliminate the bike lane on Edgecumbe Drive next summer and replace it with a 10-foot-wide multi-use path. The path would be separated from the road with a 6-inch-high vertical curb. The goal is to discourage wrong-way bike traffic (as our single bike lane on Edgecumbe does) and to provide an improved amenity for slower bike riders. Our intention is that commuter (i.e., fast) bike traffic continues to use the roadway.”

Wednesday’s meeting is to discuss options before more design work is done. The schedule of to have 65 percent of the design done by Dec. 2, and the full design complete by February 2015. Construction is expected to take place from March to August 2015. An artist’s rendering of the proposed project can be viewed at this link (opens as PDF document).

This project is being developed by the city, along with its design-build team consisting of S&S General Contractors and DOWL HKM. The project will remove the existing pavement and base course, conduct sub-grade improvements where required, and re-pave the entire road from Cascade Creek Road to Peterson Street.
